That is definitely not a jellyfish. I have two guesses: either a really small pyrosome (which I doupt but it's possible) or a heteropod, which seems more likely.
That is the "pseudoconch"
That is the "pseudoconch" (false shell) of the pteropod (swimming small) Corolla. There is a massive bloom of them offshore.
