Bioluminescent agae bloom

I noted an especially bright bloom in Los Alamitos Bay , Los Angeles, CA USA on the night of 12/8/10 to 12/9/10 AM hours.
Very bright blue color, tide was near low point but tidal movement was minimal that day. Noted a foul smell also.
Also noted an "average" bloom (intensity, and green color) on the night of Nov 30th in Newport Bay, Newport Beach, CA USA.
